• Obituary, 19 Jul 2007 - South Bend, St. Joseph, IN, USA

South Bend Tribune, Indiana, USA Newpaper:
Obituary: John T. Croteau
March 10, 1910 -- July 19, 2007

SOUTH BEND -- John Tougas Croteau, 97, entered into eternal light after an extended illness on Thursday, July 19, in Our Lady of Peace Hospital in the Saint Joseph Regional Medical Center.

He was born on March 10, 1910, in Holbrook, MA, the only surviving of two sons and five daughters of the late Leon N. and Mary (Tougas) Croteau. During his long life, he outlived two spouses, Gertrude D. Gallant (died March 1961) and Jeanne R. Miller (died November 1998), and has no survivors.

He was educated in Worchester, MA, earning his AB (1931) at Holy Cross College and his master's (1932) and doctorate (1935) in economics from Clark University. Respected by colleagues and students alike, he was awarded honorary doctorates for his distinguished service in the credit union and cooperative movements by St. Joseph's University (1956), the University of Prince Edward Island (1976), and the University of Moncton (1976), all located in Canada.

He began his career in 1933 as Carnegie Chair of Economics and Sociology at Prince Wales College and St. Dunstan's College, Charlottetown, Prince Edward Island (PEI). During the next 12 years he also served as director of adult education programs, manager of the credit union league as well as the PEI Cooperative Union, and executive secretary of the Adult Education League. For his tireless labor on behalf of working families, he became known in Canada as "The Apostle of the Cooperative Movement."

Before coming to Notre Dame in 1953, Professor Croteau held teaching positions at Xavier University in Cincinnati and Catholic University in Washington, DC. At various times he was a consultant to the U.S. Bureau of Federal Credit Unions, the Social Security Administration, director of the Canadian Political Science Association as well as director of the Credit Union National Association. In addition to these national positions, between 1960 and 1969 he was president of the board of directors of the Notre Dame Federal Credit Union.

In 1955 he testified before the powerful Ways and Means Committee of the U.S. Congress to advocate retention of the federal income tax-exempt status of credit unions, a concession they still enjoy today. This moment he called "...probably the highlight of my career."

Professor Croteau was a prodigious scholar. He wrote four major books: A Regional Library and its Readers (1940) with Henry Chandler; Cradle in the Waves: The Story of a People's Cooperative Achievement in Economic Betterment on Prince Edward Island (1951); The Federal Credit Union: Policy and Practice (1956); and The Economics of the Credit Union (1963), which was translated into Spanish (1965), Korean (1966) and Portuguese (1968), and became a classic in its field.

In addition, he produced over 20 monographs on credit union topics, 30 articles in professional journals as well as numerous book reviews. His active publishing and scholarly conference presentations continued for over a decade after his retirement from Notre Dame (1975) and a one-year appointment during 1975-76 as chair of the Department of Business Administration and Economics at Saint Mary's College, Notre Dame.

Always the professor and economist, his last words were a repetition of the final words of the eighteenth century philosopher, Adam Smith, the father of modern economics, who is reputed to have said: "This meeting is adjourned. It seems as if we must continue this conversation in another place."

Like Saint Paul, John fought the good fight and finished the race intact. His life will be celebrated in a memorial Mass at 10 a.m. Wednesday, July 25, in St. Joseph's Catholic Church, 226 N. Hill St., South Bend, where he was a longtime parishioner. Friends may visit one hour prior to services in the church.

Note:
The Depression years saw a migration of jobless Islanders from large cities in Canada and the United States move back to PEI. The educational system underwent dramatic change. The stress was no longer on training an educated elite, but rather on helping a distressed people solve some of their pressing socioeconomic problems.

In 1933 Dr. John T. Croteau moved to Prince Edward Island to teach Sociology and Economics at Prince of Wales College and St. Dunstan's University. Dr. Croteau's expertise would provide a catalyst for finding a solution to the problems faced by the people of that time.

Dr. Croteau explained to the groups that a Credit Union was a cooperative credit society - a "baby bank" organized among a group of people and empowered by law to receive deposits and to make loans to the members of this group. Bank credit was scarce in the 1930's and so the idea of setting up community banks to make credit available to hard pressed farmers struck a popular note.

In 1938 the Prince Edward Island Credit Union League was formed. Dr. John T. Croteau was the first managing director and its mandate was to arrange promotional and educational meetings, distribute supplies and advise the offices. In 1942, the League joined CUNA, Credit Union National Association, an organization based in Wisconsin and formed in 1934 to spread the Credit Union idea.

Note: PWC Reunion 2003

My name is Wade MacLauchlan, and I have the privilege to serve as President of the University of Prince Edward Island.

This reminds me of another story, recounted to me by Dr. John Croteau when I visited him at his home in South Bend, Indiana, in March of 2003, shortly before his 90 birthday. Dr. Croteau taught Economics at PWC and SDU in the 1930's and 40's, during which time he made a pioneering contribution to the development of the credit union and coop movement on Prince Edward Island. The story that Dr. Croteau told me involved a movement by the students at PWC in the early 1940's to have their papers graded anonymously, presumably in the belief that they would get fairer (i.e., better) grades if the professors did not know their identity. The college gave in to the student pressure, permitting them to write under a pseudonym. John Croteau told me that if the professors could not recognize a student's handwriting, they would simply show the paper to Miss Seaman, who recognized with 100% accuracy the handwriting of every student in the college.

Conclusion: I am proud that the high standards of excellence that were the hallmark of Prince of Wales College are being carried on today through the University of Prince Edward Island. And I am delighted to have the opportunity to welcome you here today, to a university that is on the rise, that is living up to the standards of its predecessors, and that is determined to achieve the most we possibly can for this province, for our students, and for the world through advanced education and research. A university that, with your help and with the inspiration of the example of PWC, will continue to do extraordinary things.
